International Shipping Regulations

Some of the International agencies and government bodies working towards the safety of seafarers, safety of ships, and the environment are :

Oil Companies International Marine Forum : OCIMF - (SIRE Program )

One of the most significant safety initiatives introduced by OCIMF is the Ship Inspection Report Programme (SIRE), which is a unique tanker risk assessment OCIMF tool of value to charterers, ship operators, terminal operators and government bodies concerned with ship safety.

The US Coast Guard Serious Marine Incident (SMI) rule :

[USCG Ruling 46 CFR 4.06-5] effective June 20, 2006.

Drug and Alcohol testing must be conducted on each individual engaged or employed on board a vessel who is directly involved in the SMI.

  1. The Alcohol testing of each individual must be conducted within 2 (Two) hours from the SMI incident.
  2. The collection of drug test specimens of each individual must be collected within 32 hours of the SMI incident.

International Labor Office (ILO) -

Its publication Drug and Alcohol Abuse prevention programs in the maritime industry ( a manual for planners). is a very comprehensive guidance document.
